Mumbai Police commissioner Ajay Bhardwaj announces the finish from the "Mafia Raj" within the city, to try and bring peace towards the city's roads. However, a callous south Indian named Vijay Surya involves the town, ambitious is the most effective Mafia Don there. Remaining in Dharavi together with his friend, he's brought to a nearby politician Lalu, who's in danger while offering him help. He recruits part of the gangsters and crooks residing in Mumbai brought by Naseer to operate under him. Surya's henchman Shakeel seems to kill a witness of Lalu's crimes within the jail where he's stored in, winning Lalu's friendship.
Following this, Surya offers to obvious the financial obligations of Dharavi locals to ensure that their properties won't be repossessed. His men take advantage of the initial copies of the loan documents from our branch of Bank of Maharashtra and destroy the financial institution records. Surya gradually becomes both popular and feared to be an extortionist, while Dharavi locals praise him his or her savior. Surya understands Bhardwaj's intentions. To guard himself, he traps Bhardwaj's daughter Chitra, an enthusiastic painter, by pretending to be an NRI businessman thinking about arts. Both of them fall madly in love. However, when Surya realizes he truly loves her, Bhardwaj has uncovered Surya's real nature to Chitra making her hate him. Surya is instantly arrested.
Surya is released after manipulating Bhardwaj by getting his associates kidnap Chitra. He offers to leave crime behind him and asks Bhardwaj for permission to marry Chitra. Once they refuse his proposal, he insists to Bhardwaj that he'll generate a business that is untouchable through the police, and can eventually marry Chitra. Surya creates a business named "Surya Exports & Imports" like a front for that organized crime they enjoy. He intends to grow his organized crime network throughout India and begins to setup branch offices for "Surya Exports & Imports" in most major metropolitan areas, villages and towns throughout India. He recruits local gangsters for staff and starts to intentionally collect a 2 percent tax on every contract made on the bottom. Surya amasses an enormous fortune, making them a millionaire, and through the inauguration of his "Business Bank", he reveals his thirst for capacity to Bhardwaj. He claims the crime rate dropped considerably after he began to recruit all of the gangsters. Also, he claims that he really wants to rid India of crime which helps the needy.
Next, Surya helps Lalu to get the Mayor of Mumbai by defeating Arun Google, endorsed by Ghanapuleti Jai Dev, an effective national politician who would like to end up being the new pm Asia within the approaching elections. Google then reveals Jai Dev's illegal activities to Bhardwaj, then he's wiped out by Jai Dev. Following the meeting, Surya involves realizing that Jai Dev is intending to kill Bhardwaj and Chitra. He reaches Chitra's house and saves her but does not save Bhardwaj. Chitra is devastated and Surya reveals to her he was a united states-born Indian who lost his philanthropist NRI parents while very young these were cheated and wiped out by Jai Dev. This incident and also the peoples' attitudes towards orphans while becoming an adult made him hate that society.
Surya shifts his attention for the approaching Indian parliament elections and meets Guru Govind Patel, the mind from the opposition party through Lalu. He constitutes a cope with him, offering ?350 billion for election campaigning as well as promises him he will make him the pm Asia. Surya spends millions on every constituency in India, making Jai Dev not able to contest within the elections by revealing his illegal matters. Jai Dev kidnaps Chitra to find revenge on Surya, who fights with Jai Dev's henchmen. He's hurt, but eventually kills Jai Dev, saving Chitra and proposing to her during the last time. It's revealed in the finish that Surya effectively installed Guru Govind Patel because of the Pm Asia.
